ANNUAL MEETING

1. President Ken Bernard called the meeting to order at 7:00 p.m. Written notice of the meeting had been sent to all Association members and clubs, as well as the San Diego Track and Field Officials Association, on January 30, 1984. In addition to the President and Secretary, the attendees were Kevin Heaton, Joe Horn, Jim Mosher, Alan Olson, Laurie Olson, and Ray Spencer.
2. The Chairman read a letter from Henry Manley, President of the San Diego Track and Field Officials Association, objecting to the date and time to which the meeting had been postponed.
3. The members approved the minutes of the 1982 Annual Meeting held December 15, 1982.
4. The members approved the Treasurer's report as presented by the Chairman.
5. The members elected Jim Mosher an at-large Representative to the Board of Directors, by acclamation.
6. The President presented the combined Long-Distance Running Committee report detailing two actions:
   
   
   1. The appropriate Committee will grant a $100 stipend for training expenses to any Association member competing in a US Olympic Team Marathon Trial, subject to the following conditions:
      
      
      1. The runner must have primary registration in SDIAC during the Olympic Marathon Trials qualifying period.
      2. The runner must meet the qualifying standard and participate in the Marathon Trial.
      3. The runner must apply to the Association office for the grant prior to the Trial.
      
      
   2. The Committees will invest approximately $10,000 received from race sanction fees. The income from this investment will be distributed to the LDR Standing Sport Committees, in proportion to registration, for funding permanent annual awards. The Men's Committee has designated the Rancho Bernardo 10K road race, the SDIAC Association Cross Country Championships, and the 1985 Mission Bay Marathon as the championship series for 1984, and announced a point system and cash awards. Other Committees will work out similar award distributions.
   
   
7. No reports were received from Men's Track and Field or Women's Track and Field Standing Sport Committees, nor from the San Diego Track and Field Officials Association.
8. The members approved the Bylaws as submitted by the Secretary.
9. The members rejected as incomplete and inadequate the report of the financial audit committee formed November 10, 1982. Committee chairman Henry Manley originally presented the report at the 1982 Annual Meeting, where it was tabled.
10. The members approved a motion to give priority for delegate positions to the 1984 TAC Convention to Association Officers and Sport Committee Chairmen.
11. The members approved a motion to grant a $100 stipend for training expenses from the appropriate Track and Field budget to any Association member competing in the US Olympic Team Track and Field Trials, subject to the following conditions:
    
    
    1. The athlete must have primary registration in SDIAC during the Olympic Track and Field Trials qualifying period.
    2. The athlete must meet the qualifying standard and participate in the Track and Field Trials.
    3. The athlete must apply to the Association office for the grant prior to the Trial.
    
    
12. Horn expressed concern about the lack of meetings in the past year, as well as the handling of finances. A long discussion followed, but no motions resulted.
13. The meeting adjourned at 7:46 p.m.
