ANNUAL MEETING

Balboa Park Hall of Champions
December 20, 1995

  1. President Ken Bernard called the meeting to order at 7:20 p.m. In addition to the President and Secretary, the attendees were Linda Gorman, Arnie Robinson, Joni Shirley, Jim Skelly, and Elizabeth Tate.
  2. The Board approved the minutes of the meeting of October 18.
  3. The President gave the Treasurer's report. The checking account balance was $4531.88 while the certificates of deposit were another $16,000. The treasury is down because of the expenses for the convention and the Cross Country Series awards. The raise in dues will not produce more revenues.
  4. Robinson stated he is considering moving the Junior Olympic Regional Track and Field Championships to Poway, primarily because of the difficulty of controlling the large attendance at the Training Center. The Association meet and the Regional field events would remain at the Training Center.
  5. The Members discussed the control of the funds from the Juniors program, particularly considering that the Regional meet may provide the opportunity to raise significant funds. The President stated that historically, funds raised in a sport committee have been controlled by that committee. Tate said that a 501(c)(3) group may be organized to raise funds for the Juniors programs. G. Shirley pointed out that ultimately the Board has a fiduciary responsibility to ensure that SDIAC funds are disbursed and accounted for properly; and that it is important to physically separate the SDIAC Juniors funds from those of the fund-raising group and to maintain separate accounting.
  6. Skelly reported on some of the activities at the Convention. The San Diego Track and Field Officials will hold their annual meeting January 9. On January 27 the Officials will hold a clinic in conjunction with an all-comers track and field meet. There are 58 officials plus 5 for the walks.
  7. G. Shirley passed along a few things from the Convention. Rules changes include the following: (1) The penalty for lane line violations is the same domestically as internationally; (2) The women's pole vault will be an exhibition event in 1996, a standard event thereafter; (3) Chalk is allowed on the neck of shot putters; (4) The definition of racewalking has been drastically changed. The AAU has been granted membership in USATF, posing a possible threat to some juniors programs.
  8. G. Shirley also distributed complete results of the 1995 Cross Country Series, noting considerable improvement in the level of competition and a lack of confusion or controversy. With only a little fine-tuning the 1996 series may finally achieve the expectations of the series organizers.
  9. The meeting adjourned at 8:56 p.m.
