ANNUAL MEETING

Olympic Training Center, Chula Vista
December 15, 1999

  1. President Ken Bernard called the meeting to order at 7:07 p.m. In addition to the President and Secretary, the attendees were Nelson Alexander, Lolitia Bache, Brian Culley, Dixon Farmer, Paul Greer, Adam Henderson, Sonja Hill, Allan Hodgert, Lillian Mahoney, Ed Oleata, Patty Oleata, Arnie Robinson, Elizabeth Tate, Pat Thiss, and Chuck Woolsey. Also arriving at the Training Center, but unable to gain admittance, were Manny Bautista, Jim Skelly, and Tracy Sundlun.
  2. The members approved the minutes of the meeting of October 20.
  3. The President gave the Treasurer's report. The checking account balance was $3184 while the certificates of deposit were another $16,000.
  4. Greer began a series of reports on committee meetings at the Convention. He attended Long-Distance Running Committee meetings as well as Athletes Advisory and coaching clinics.
  5. Alexander, Robinson, and Tate reported on Youth Committee meetings. USATF is now requiring a rights fee in bids for Youth National Championships, some of which may be refunded after the meet. In addition, USATF will receive one half of the entry fees and 40% of merchandise sales. This income goes to the USATF general fund. USATF will be using the Hy-Tek finish line system for national championships.
  6. Shirley reviewed the changes to Bylaws and Operating Procedures which related to Associations. An accreditation committee will review the performance of associations biennially against a set of standards which include number of members and member clubs (as a percentage of population), championships in every sport, sanctions, newsletters, websites, and other communication, and complete organic documents.
  7. Oleata reviewed the bid for the National Masters Outdoor Track & Field Championships. The members had considerable feedback. The Board unanimously approved Oleata's motion to head a committee to bid for the 2003 meet.
  8. Mahoney reported on the Officials Committee. The Olympic Trials officials have been selected. She has a list of national and international meets to apply for.
  9. Farmer stated that the majority of the Track & Field Olympic team will be in residence at the Training Center August 1-18, will spend some time at Ron Clarke's resort with coaches and family, and the Olympic competition will be September 22-30. He will be presenting a coaching clinic February 5.
  10. Greer reported on the Association Cross Country Championships. 62 runners registered with USATF at the meet. Mebrahtom Keflezighi and Alisa Rodgers won. They each then placed third at the USATF club championships.
  11. The members unanimously approved Oleata's motion to authorize $1500 for awards for a road race series. Greer presented a list of the designated championship races.
  12. The members unanimously approved Hodgert's motion to authorize $1700 for a series of all-comers meets, including $500 for the Association Championship, including medals. He will provide a budget in February.
  13. Oleata will hold the Association Masters Outdoor Track & Field Championships at UCSD, probably in June.
  14. Tate announced the clinic for officials on January 15 and distributed a meet schedule for youth.
  15. The members unanimously approved two changes to the Bylaws proposed by Shirley. The first changed the name of the Association to San Diego USATF. The second changed the date of the Annual Meeting to the October meeting rather than December. Elections and terms are adjusted accordingly.
  16. The members unanimously approved a motion by Shirley to authorize the distribution of a newsletter to the members.
  17. The members set the date of the awards dinner as February 25. The President will chair the committee and meet January 12 to select the award winners.
  18. The members unanimously approved a motion that the sense of San Diego USATF is that the starters at the indoor meet should be USATF certified.
  19. The meeting adjourned at 10:24 p.m.
