President Ken Bernard called the meeting to order at 7:20 p.m. In addition to the President and Secretary, the attendees were Lolitia Bache, Cindy Cohagen, Ed Oleata, Joni Shirley, Bob Sieben, Jim Skelly, and Bill Stock.
The Board approved the minutes of the meeting of October 17.
The President gave the Treasurer's report. The checking account balance was $15,398.24 while the certificates of deposit were another $16,000.
The President reported on the October 30 meeting at the San Diego Athletic Club to discuss the area race calendar. Nothing of significance to scheduling occurred.
The President reported the selection of the Carlsbad 5000 and the Scripps Ranch 10K to complete the 1991 Challenge Series. The Secretary distributed the current standings.
Cohagen reported progress on the SDIAC membership renewal form and Challenge Series announcement. KNSD-TV continues seeking a major sponsor for the updates.
Skelly reported assuming the presidency of the Officials Association. Their annual meeting is January 8. The WAC finals and SDCIF prelims are both scheduled May 18.
Reports on the National convention included the presentation of a Certificate of Appreciation to SDIAC for hosting the Association Committee workshop, and the awarding of the bid for the Masters 25K road championship for 1991.

Oleata moved to pay $300 per meet to directors of all-comers meets, but withdrew the motion. The Board then approved Skelly's motion to pay $200 per meet to the programs sponsoring the all-comers meets listed on the Calendar from June 19 to August 6.
The Board approved Stock's motion to create a Masters Challenge Series of the Carlsbad 5000, the Fiesta Island 10K, the Balboa Park 8-Mile, the Balboa 4-Mile Cross-Country, the SDIAC Cross-Country, and the Balboa Boogie 5K. Scoring would be 20-16-13-10-8-6-4-3-2-1 applied to a single ranking in each race of age- and sex-adjusted times, using the WAVA factors. The highest four scores of any individual form the total for ranking in the series.
The Board approved J. Shirley's motion to score masters performances in both the masters and open Challenge Series, merging results where divisions are run separately.
The Board approved G. Shirley's motion to authorize the President to spend up to $1000 for a bar code reader and printer for automating race results, anticipating later rental.
